Below a formal-bid threshold, government agencies buy with quick quotes and informal bids, with fewer formalities and shorter deadlines. Here is where each state draws that line, where its small purchases are posted, and which ones never are.

Where formal bidding starts: above $10,000 in Pennsylvania, above $304,000 in New Jersey. The same job can be a quick quote in one state and a sealed bid in the next.

States and cities studied where small purchases go to invited suppliers or aren't posted at all: Arizona, District of Columbia, Florida, Mississippi, Montana, Nebraska, New Mexico, Tennessee, Washington. In Arkansas and New Jersey, each agency posts on its own site.

One board

Where small purchases are posted, it is almost always on the same board as the state's formal bids, marked by the portal's own label: Quick Quote in Virginia, Documented Quote in Colorado, Simplified Bid in Wisconsin.

The thresholds

Goods and services; construction has its own thresholds and isn't covered. “In the Finder” says whether the small purchases a state does post reach you: “When posted” means posting is the agency's choice.

When they aren't posted

An invitation-only quote goes to vendors already registered in the state's own supplier system, usually by the commodity codes they chose. Florida's eQuotes, for example, are visible only to vendors registered in MyFloridaMarketPlace. No service can show you those; registering, with the right codes, is the only way in.

When they are

The Finder reads each board's own label and tags small purchases, so you can filter to them or leave them out. Federal notices citing simplified acquisition procedures (FAR Part 13) are tagged the same way.

How this was researched

Each figure was read on September 26, 2026 from the state's statute, administrative rule or procurement manual, cited beside it. Federal figures are from FAR 2.101 and 5.101 as of FAC 2026-01 (effective March 13, 2026). Thresholds change (Illinois's is adjusted for inflation), so check the cited rule before you rely on one.

Marked “not checked against the source”: the Massachusetts and Michigan figures come from excerpts of their rules because the state sites refused our reader; Kansas's and Connecticut's posting practices weren't confirmed; for Connecticut, Delaware, Maine and Nebraska the rule's citation wasn't recorded.
